The Pittsburgh Downtown Plan was a two-year process – completed in 1998 – involving over 250 stakeholders that set the development goals and guidelines for the past 10 years of downtown growth. A key aspect of the plan was to engage all of the riverfronts of the greater downtown area and to rethink Downtown as a place with the rivers at its heart. It set the direction for the current development of the North Shore, the new stadiums, and the Convention Center expansion – as well as the ongoing efforts in the Fifth and Forbes corridors. The plan was completed by Michael Stern while an independent consultant.
